Home Energy Assistance Program (HEAP)

Background

HEAP is a federal program to help pay for an eligible household’s energy cost for a year. HEAP also provides emergency assistance to keep heat ON in eligible homes.

HEAP will also help pay for home furnace repair or replacement for eligible households.



How to Apply

To check eligibility or learn how to apply for HEAP, contact Oswego County Department of Social Services, 100 Spring Street, PO Box 1320, Mexico, NY 13114, (315) 963-5288. Those 60 years of age and older can apply by calling County Office for the Aging at (315) 349-3485.

You may also download the printable HEAP Application here. Complete the fields using blue or black ink. Sign your name on page 5 and submitted to one of the following "Certifiers":

  • • County Office for the Aging for (those 60 years of age and older

What You Will Need to Apply

  • • A current fuel receipt and/or utility bill, or a statement from your landlord that your heat and/or utilities are included in your rent.

  • • Proof of income for the previous 4 weeks, or

  • • Unemployment insurance benefits book

  • • Bank book, interest or dividend statements

  • • Unemployment insurance benefits book

  • • Copies of Social Security or pension checks or direct deposit statements

  • • Business statements for the previous 3 months if you are self employed

You may also need to bring one of the following for each person in your household:
  • • Birth or marriage certificates

  • • School or baptismal records

  • • Social Security Cards

  • • Driver’s license
